Software Developer

The Minnesota Judicial Branch (MJB) invites qualified applications for the position of Information Technology Specialist III (ITS III). We are currently seeking a detail-oriented, organized, and self-directed Software Developer.

The work of an ITS III Software Developer includes software analysis, design, and development within the Information Technology Division. This position requires knowledge of web application and desktop application development and support. Prior experience building large-scale and high-availability web applications on the .NET framework is preferred and will aid in the success of a candidate in this position. As a member of the ITD Development team, the candidate in this role will work with a staff of software developers, database administrators, project managers, network engineers, systems analysts, and other technical experts to create software solutions that support the mission of the MN Judicial Branch to delivery justice to the citizens of Minnesota.

This position is part of the Information Technology Division (ITD) within the State Court Administrator’s Office of the Minnesota Judicial Branch. The State Court Administrator’s Office is located in the Minnesota Judicial Center.

Example of Duties

In this ITS III Software Developer role, you will:
Collaborate

Work closely with the team to produce high-quality software solutions.

Proactively participate in project sessions and review / approve artifacts, including functional, technical & deployment specifications.

Communicate, both orally and in writing, with a wide range of technical and business partners regarding complex technology.

Develop

Utilize a strong knowledge of tools, hardware, and software in use by the MJB, including the current toolset approved by MJB for use in the IT functional area and legacy platforms.

Develop new software and maintain existing software utilizing Microsoft and other development technologies, tools, and frameworks.

Design, develop, test and document applications and web services that perform the functions specified in the business design by using SQL Server, Visual Studio, C#, .NET and reporting services.

Troubleshoot existing applications with respect to database, security, web services, and third-party tools.

Innovate

Demonstrate analytical skills to understand the requirements and define appropriate solutions.

Develop innovative approaches and solutions to technology challenges.

Ensure Quality

Ensure that code quality is high and that testing is robust.

Plan and conduct hardware, software and network testing and evaluation programs as required.

Make a Difference

Develop and support tools and applications that support the mission of the MN Judicial Branch in serving the citizens of Minnesota.

Typical Qualifications

Minimum Qualifications:
Bachelor’s Degree in Management Information Systems, Computer Science or related field; or equivalent information technology and computer programming training that includes certification from an accredited technical school of programming.

Three or more years of experience performing progressively more complex analysis, design and development for software applications.

Three or more years of software development experience using ASP.NET/C#, MVC framework, HTML/CSS, JavaScript, XML, Web API, Web Forms.

Experience with MS SQL Server databases and SQL programming.

Experience working in an agile software development environment.

Experience with responsive web design and development.

Experience using source control, TFS or GIT.

Excellent analytical and problem solving skills.

Ability to communicate effectively, both orally and in writing, and to explain technical concepts to both technical and non-technical partners.

Ability to plan, organize and perform work within deadlines, and with minimal supervision.

Ability to work well in a team-based environment.

Self-motivated performer with a strong interest in supporting the Minnesota Judicial Branch Mission and Vision.

Preferred Qualifications:
Experience with HTML5, CSS3, JavaScript, LINQ, and Telerik Controls (or related controls toolset).

Experience developing software with Entity Framework, AngularJS, Objective-C, Swift, XAML.

Experience with mobile development utilizing technologies such as Xamerin, Swift, Objective-C, or Java.

Knowledge of court business procedures and policies, including specific court functions and processes sufficient to understand and identify user needs, potential resources, and complexities.

Successful applicant will be required to pass a criminal background check.

SALARY RANGE: $29.11 – $45.09 ($60,781.68 – $94,147.92 annually).
